Sound Initiative Update on Stage 2 aircraft phase-out

With a mostly partisan 267-151 vote, the US House of Representatives today passed HR 2881, the FAA
Reauthorization bill that includes the provision to phase-out Stage 2 aircraft weighing less than
75,000 pounds five years from 12/31/07. It's another major step toward our goal.
The Senate must take up its version next. You may already know from other industry sources that
there are significant issues in the legislation that will prevent its moving forward quickly.
Fortunately, ours is not one of them. However, it's expected that differences between the House and
Senate versions of the phase-out (five years from enactment vs. five years from 12/31/07 and the
opt-out for airports wishing to do so) will be resolved in a conference committee and not by
amending the Senate version prior to passage.
The timing of Senate consideration of FAA reauthorization is uncertain, but we'll keep you posted
And, while there's no need to contact your elected officials regarding your support for the
phase-out at this time, we'll be sure to let you know if and when that's needed.
Thanks for your continued support for the phase-out of older, noisier and less efficient aircraft.
Hopefully, we'll see additional congressional action in the not-too-distant future.
